The Tempus programme supports the modernisation and reform of the higher education systems of partner states neighbouring the EU. It funds cooperation projects between higher education institutions in the areas of curriculum development and innovation, teacher training, university management, and structural reforms.
The third phase of the Tempus programme expired on 31 December 2006. The European Commission continues to consider higher education as a priority for its co-operation activities with the countries in the neighbourhood of the European Union. The Tempus programme, with its strong focus on institution-based university co-operation, will therefore be continued over the period 2007 to 2013. The content and modalities of Tempus IV are currently being developed.

Title: European quality standards in limnology education
Objective:
There are a number of ongong activities in the EC concerning higher education, research and environmental monitoring for improvement ecolgical qualities of Europe's ecosystems. This projects integrates these approaches focusing on fields of limnology and targeting development of the related competences in Croatia. The project is linked to
1) Enhancing basic and applied limnological knowledge in the partner country with special attention to the
EC-Water Framework Directive (WFD).
2) This goal is aimed to reach through the 3-level principle of the Bologna process, namely it
- provides overall view on the WFD with some practical skills that can be appropriate at BSc level (can also be used in life-long learning courses);
- introduces the students to theoretical problems that may help to plan target research to understand and implement better the WFD that concerns MSc studies and
- improves the competitiveness of the target county in composing project proposals, writing scientific papers at international level and disseminate the gained knowledge to the public and the decision makers. This competence is mostly relevant at PhD level.
To fulfil the above objectives a consortium of 7 universities (from 6 EC and one non-EC countries) was collected and knowlegde of some external experts from the central EC institutions, universities not involved in the consortium, govermental and private companies were also involved.

Title: Geographic information technology for sustainable development in Kazakhstan
Objective:
The main objective of this project is to develop higher education in Kazakhstan in the field of geodesy and geographical information technology to support sustainable development in Kazakhstan. The project will create a new master programme "Geodesy and Geoinformatics" for Kazakh Leading Academy of Architecture and Civil Engineering (KazGASA). This programme is scheduled to start in the Autumn of 2009. To support the new master programme, a GeoInformation Technology Centre will be established at KazGASA.

Objective:
The main objective of this project is to develop higher education in Tajikistan in the field of geodesy and geographical information technology so that Tajikistan is able to train its own specialists in geodesy and geoinformation. The project will create a new university programme "Geodesy and Geoinformatics" for Tajik Agrarian University (TAU). The new programme, scheduled to start in the Autumn semester of 2009, will follow the Bologna process and consist of a bachelor level and a master level.
