Development of Key Competences

In 2006 the European Commission developed a reference framework of key competences for lifelong learning1 in which they identified eight key competences to be developed and promoted. The development of key competences is the basis of every kind of further learning experience therefore this is an on-going important issue of the education system which the Tempus Public Foundation has been actively promoting through a range of different projects. These key competences are detailed as:
  1. communication in the mother tongue,
  2. communication in foreign languages,
  3. mathematical competence and basic competences in science and technology,
  4. digital competence,
  5. learning to learn,
  6. social and civic competences,
  7. sense of initiative and entrepreneurship,
  8. cultural awareness and expression.

Since 2008 the Tempus Public Foundation has been working to promote the development of these key competences through the 'Raising Awareness of Lifelong Learning Strategies' projects with organizing workshops.

The goals of the regional workshops were:

  • to introduce the international and national trends of developing key competences;
  • to show the legal background of the "non-subject based education" and present good practices;
  • to give methodological help for organizing the learning process in initial education in the primary school;
  • to improve teachers' skill sets in grades 5 and 6 in order to make the school's preparatory functions more effective;
  • to inform the parents about the possibilities concerning the new measures.

The following workshops have been organised:

2009: Development of Key Competences (3 regional workshops)

Workshops for school leaders and teachers:

  • 2 April, 2009, Pécs (58 participants)
  • 17 April, 2009, Kecskemét (60 participants)
  • 2 June, 2009, Nyíregyháza (66 participants)

2010: Development of Key Competences in the Western-Hungarian Regions

Workshops for school leaders and teachers:

  • 9 April, 2010, Győr (64 participants)
  • 15 April, 2010, Miskolc (61 participants)
  • 26 April, 2010, Veszprém (65 participants)

Workshops for parents:

  • 12 November, 2010, Pécs (22 participants)
  • 19 November, 2010, Szeged (58 participants)
  • 3 December, 2010, Miskolc (32 participants)
